Entering into an Agreement with DCPS
In addition to being registered as a School Program Provider (SPP), you must have an official agreement in place with the district before you can begin programming. Agreements formalize important aspects of your organization's partnership with DCPS.
Memorandums of Agreement (MOAs) are only for partners who provide their services free of charge to DCPS. If you are charging DCPS directly for services, please work with your DCPS Central Office or school point of contact to establish a purchase order. Steps for partners who charge DCPS for services.
The MOA process can take ~90 days to complete. Please plan accordingly.
*note: if you provide before and aftercare programming at the same DCPS school or want to accept childcare subsidies, you will need to obtain a childcare license from the Office of the State Superintendent of Education.

Fill out the MOA Request Form

Review your draft MOA and submit your insurance documents
Following your MOA request, your program information will be sent to the DC Office of Risk Management (DC ORM) who will determine the insurance requirements for your organization. These requirement will be included in your draft MOA, which will be shared with you along with instructions on uploading your insurance documents to the database.
Insurance Requirements: Your MOA will contain mandatory minimum levels of insurance coverages and amounts that your organization must maintain. All SPPs should expect to be required to maintain the following insurance coverages:

Sexual Abuse and Molestation Insurance

Cyber Liability Insurance

Umbrella Liability Insurance
Note: You will not be allowed to partner with DCPS if you cannot meet the insurance requirements negotiated between your organization and the DC Office of Risk Management.

ORM Insurance Review
Once you upload your insurance documents to the database, they will be sent to DC ORM for review to confirm they meet the requirements outlined in your MOA.
If needed, you and your insurance broker may meet with DC ORM to discuss these requirements.

Obtain a Donation Agreement (if applicable)
If you are providing services or materials free of charge to DCPS, you must obtain a donation agreement. Please see here to get started.

MOA Signature
Once your insurance has been approved by DC ORM, your MOA will be sent to you and the Chancellor for final signature.
MOAs can ONLY be signed by the DCPS Chancellor. Any agreements signed by principals or other DCPS staff members will not be considered valid.
